Doreen Borg Zammit hails from the small island nation of the Republic of Malta. She is presently the Vice-President of the National Council of Women (NCW) Malta.

As a dedicated and advocated person for women’s rights and social progress, she has been an active member of various NGOs and has made significant contributions to civil society through her expertise and voluntary work.

Throughout her career, Doreen has combined her professional responsibilities with her passion for volunteering, building strong networks and partnerships to promote positive societal change. Her journey with the National Council of Women began through her role as a representative of UHM – Voice of the Workers. From this platform, she actively participated in numerous meetings and initiatives, which led to her election to the Executive Council and her appointment as Assistant General Secretary. In 2021, she was elected President of NCW Malta, a role that provided valuable opportunities to engage in European-level meetings and represent NCW Malta on the international stage.

Doreen has attended the General Assemblies of ECICW-CECIF and is a committed member of the Commonwealth Women’s Network, regularly representing NCW Malta in Commonwealth meetings.

Her engagement extends to numerous national, European, and international committees, including the Union for the Mediterranean, the Anna Lindh Foundation, the Council of Europe, and the European Union. She also serves as Assistant Recording Secretary of the International Council of Women (ICW).

In recognition of her leadership, the Government of Malta appointed her to represent NCW Malta on the Committee for Malta’s first National Action Plan on Women, Peace and Security, as well as on the Malta Council for the Voluntary Sector (MCVS).

With over 36 years of service in the Maltese Public Service, Doreen currently serves as Deputy Librarian (Public Libraries) at Malta Libraries, where she oversees the development of libraries across Malta and Gozo and leads employee training initiatives.

Her academic background includes Diplomas in Social Studies (Industrial Relations) and Diplomatic Studies, a Bachelor’s degree in Work and Human Resources (Honours), and an Executive MBA in Public Management from the University of Malta.

Doreen believes that the experience she has gained over four decades in voluntary organisations, combined with her exposure to diverse customs and cultures, enables her to contribute meaningfully to international dialogue on Gender Equality and the Empowerment of Women and Girls. Her commitment, experience, and collaborative approach continue to strengthen the work of the International Council of Women globally.
