Board Member

Penny is President of the National Council of Women of Canada and, since June 2025, an elected Board member of the International Council of Women (ICW).

A self described “accidental activist,” she has served in multiple leadership roles across the Council of Women network, including as President of the Montreal Council of Women.

After completing her studies in both Canada and the UK, Penny began her career in teaching in central London before moving into marketing and advertising, where she worked with London Broadcasting (LBC) and Saatchi & Saatchi.

Upon returning to Canada, she renewed her passion for teaching (pre-school and elementary) and became actively involved in nonprofit leadership, serving on boards such as Les Amies du Neuro of the Montreal Neurological Hospital, Women Aware a resource and support centre for women, as well as serving as the Executive Director of St. Columba House- a multiple services program based in a marginalized community in Montreal

In 2020, she co founded “Canadians4Action,” an informal coalition advocating for stronger child protection online. An active Anglican, Penny co chairs the Sexual Exploitation Working Group of the Canadian Council of Churches and speaks nationally on human trafficking.

She lives in Montreal with her husband and is the mother of three adult children.
